The local officials’ played an important role in the oil development in late Qing dynasty in modern northern Shaanxi , which main demonstrated by:stand-plot capital, training local personnel, smooth transportation, although the final results was not achieved the target, some useful and positive experience and advanced business philosophy still has a draw and enlightenment to nowdays. Thus have a thorough and deep research in this theory which is very important for our reality.
