Under urgent situation, Chinese Government has necessary urgent rights, including restricting or removal of basic rights of citizens, in order to protect public interests and public order. Because of super-strong position of urgent rights, human rights violation risk is increased largely. In order to avoid this risk and dictatorship, the urgent rights must be restricted and regulated by constitution so that human rights relief mechanism under urgent situation must be established.
