According to the problems such as fewer original—data manuscripts and fine manuscripts and uncertain position and so on in the periodicals of general colleges and universities,this paper points out that the factors of the core competence of the periodicals of general colleges and universities mainly depend on regional competence,however,the cultivation of regional core competence lies in sticking to sustainable development idce,sticking to regional resources management,enhancing peri- odical-run characteristics,and promoting the characteristics by extending the resources,emphasizing the talents and management innovation.
