The objective condition of ecological environment and the internal demand of developing economy of the gov- ernments force the governments to fulfill their ecological responsibility.Ecology,as the important part of soft power of e- conomic and social development,has prominent post—advantages.Local governments should pay more attention to ecolo- gy and make full use of post—advantage and comparative advantage of ecology.
