The producing of modern democratic theory lays the theoretical foundation for the citizens to partic- ipate in governmental decision-making.According to the real situation of China,there are a lot of problems in the citizens'expression of their ideas,participation level,participators'opinion influence degree and so on. This paper holds that citizens'participation in governmental decision-making on institutional level,political and cultural level and organizational scale level should be promoted and that the balance between citizen's par- ticipation and governmental bearing ability should be especially kept.
