财政投资信用资金市场化配置是市场经济体制的内在要求,充分发挥财政投资信用资金配置中市场机制的主导作用,在不降低市场机制调控效率的前提下,由政府部门对"市场失灵"领域进行宏观调控,能够营造一个稳定平衡的财政运行环境,提高财政投资信用资金的配置效率.
