新形势下 ,政府职能定位和冗余职能的合理有效处置是一个十分重要的问题。政府不但要充分发挥应有的政治、经济和文化作用 ,而且要进一步培育和发展社会中介组织 ,大力加强城乡社区建设 ,提高社会自治能力。政府必须将冗余职能顺利移交给社会 ,以提高政府行政效能处理好政府与社会的关系
