    系部 (含二级学院 ,以下同 )是高校基层教学单位和学生管理实体 ,也是高校精神文明建设的基地、辐射源和示范区 ,更是高校精神文明建设的落脚点 ,系部精神文明建设成效在高校精神文明建设中具有非常重要的地位和作用。
