依法治校的本质是学校管理者在学校管理中体现法治精神 ,并以法律为最高权威。实施依法治校必须从管理体制、具体管理行为等各个方面采取切实可行的办法和措施 ,要注意法与国家政策、法与学校规章制度的有机统一。实施依法治校 ,对学校本身的建设和发展、对我国整体教育水平和综合国力的提高都有重要意义
