企业集团是适应现代生产力规模经济和市场经济要求而产生的一种企业组织形式。由于传统的经济管理体制到目前还在运作 ,至今为止我国的许多企业集团一般都还受政府主管部门约束 ,严重制约了企业集团的发展。在我国 ,企业集团 ,特别是大型企业集团 ,应取中观层次的政府部门而代之 ,并使其决策企业化 ,这既能促使政府转变职能 ,又有利于企业转变机制
