| 政府产权是政府所拥有的财产权利,它既具有一般产权的性质,又具有特殊性。计划经济体制条件下的政府产权是公有产权主要的甚至是唯一的代表,政府产权与国家权力相结合,又成为计划经济体制的主要基础和保障。经济体制改革使政府产权发生了重大变革,政府产权退缩为仅仅是公有产权的一种形式,并且在政府产权内部出现了层级产权和不同产权权利的分割。但在经济转轨时期,政府产权制度还存在产权不清、权责不明的缺陷,需要在弄清公有制不同层次之间的关系、尤其是公有产权与政府产权之间的关系的基础上,对公有产权和政府产权加以明确界定,才能完善社会主义市场经济体制。 |

| Governmental property,which has both the property of common property right and special property,is the property right which is owned by governments.Under the plan economy system,the property right of governments is the main or even only representative of public property right,the combination of governmental property right and the right of a country becomes the main basis and insurance of plan economy system.Economic system reform makes governmental property right change a lot,governmental property right becomes a form which only belongs to public property right,and the separation of stratum property right from different rights of property right in governmental property right emerges.However,in economic transitional period,governmental property right system has the shortcomings such as uncertain property right system and unobvious right and responsibility,as a result,socialism market economy system can be completed by rationalizing the relationship between different stratums of public o... |
