| 突破传统要素理论框架,以数字经济为背景,基于马克思主义政治经济学基本原理,首先,探讨
数据为什么能够扮演原料和劳动资料角色以及这两种角色是如何转化的;其次,从劳动过程和资本积累
过程探讨算法作为劳动工具和固定资本的辩证统一关系;最后,探讨数据和算法的协同作用如何促进新
质生产力变革,促进经济高质量发展。 在此基础上,本研究提出构建要素市场配置产权规则与加大算法
研发应用的协同推进路径,同时强化政府引导和监督的双重职能,推动数据要素与传统产业深度融合以
及构建算法技术的长效投资机制,为数字中国建设注入新动能。 |

| Abstract: |
| This research breaks through the framework of traditional factor theory. Against the backdrop of
the digital economy and based on the fundamental principles of Marxist political economy, it first explores why
data can function as both raw material and means of labor, and how these two roles transform into each other.
Second, it examines the dialectical unity of algorithms as both tools of labor and fixed capital from the
perspectives of the labor process and the capital accumulation process. Finally, it investigates how the
synergistic effect of data and algorithms promotes the transformation of new quality productive forces and
facilitates high-quality economic development. Building on this analysis, the study proposes a coordinated
advancement path involving the establishment of property rights rules for factor market allocation and the
enhancement of algorithm R&D and application. It also emphasizes strengthening the dual functions of
government guidance and supervision, promoting the deep integration of data factors with traditional industries,
and constructing a long-term investment mechanism for algorithm technology. This pathway aims to inject new
momentum into the development of a Digital China. |
