| 现代化产业体系的构建需以智能化、绿色化、融合化为发展方向。 针对智能化、绿色化、融合
化的必然性和内在关系等问题,本文以马克思机器大工业理论为分析框架,阐释了智能化、绿色化、融
合化方向发展的必然性,并揭示了三者相互支撑、融合化为落地载体的协同逻辑。 结合使命导向型国
家理论,分析了我国现代产业体系构建过程中面临的“有形制造强与无形知识控制弱并存” “高算力—
高能耗—低排放的三角困局”等核心矛盾。 在此基础上,基于有为政府和有效市场结合的原则,提出
构建智能化、绿色化、融合化导向下的现代化产业体系的政策支持体系。 政策建议聚焦于优化企业家
型政府与多元主体协同网络、组合创新金融与技术标准等政策工具,以及完善动态评估与数据要素市
场化等保障机制。 |

| Abstract: |
| Constructing a modern industrial system requires development to be smarter, more eco-friendly,
and more integrated. Addressing the imperatives and interrelationships of these three directions, this paper
employs Marx’s theory of large-scale machine industry as an analytical framework to explain their developmental
necessity and reveal their synergistic logic—where all three mutually reinforce one another, with integration
serving as the practical vehicle for implementation. Drawing on mission-oriented state theory, this paper
analyzes the core contradictions in China’ s modern industrial system development, notably the coexistence of
“strong tangible manufacturing and weak intangible knowledge control” and the “ trilemma of high computing
power, high energy consumption, and low emissions”. Building on this foundation and in accordance with the
principle of integrating a capable government with an efficient market, this paper proposes a policy support
system for developing a modern industrial system under these three orientations. The policy recommendations
focus on optimizing collaborative networks between entrepreneurial governments and diverse actors, combining
policy tools such as innovation finance and technical standards, and improving safeguard mechanisms including
dynamic evaluation and the marketization of data factors. |
