| 社会组织是基层治理现代化的重要主体,已有研究多聚焦于政府对社会组织的资源输出与政
策支持,但对社会组织通过多重路径反哺基层政府的现象缺乏讨论。 通过对 Z 社会组织赋能社区“公益
敬老”项目的个案研究表明,社会组织对基层治理的赋能主要包含促进基层治理多元主体形成、体制机制
创新、政民互动渠道拓宽的结构赋能,协助社区难点问题解决的资源赋能,激发社区活力产生的心理赋
能。 社会组织的多重赋能促进了基层社会治理的多元共治、充满活力与稳定有序,这对于社会组织有效
参与基层社会治理有积极的借鉴意义。 |

| Practical Exploration of Social Welfare Organizations Empowering GrassrootsGovernance: Taking the “Community Welfare Elderly Care” Project ofOrganization Z as an Example |

| Abstract: |
| Social organizations are important entities in the modernization of grassroots governance. Existing
research mostly focuses on the government’s resource output and policy support for social welfare organizations,
and there is a lack of discussion on the phenomenon of social welfare organizations feeding back to grassroots
governments through multiple paths. Through a case study of the “Community Welfare Elderly Care” project
empowered by Organization Z, this paper shows that the empowerment of grassroots governance by social organizations mainly includes structural empowerment, which promotes the formation of multiple subjects in grassroots
governance, innovation of institutional mechanisms, and the broadening of government-citizen interaction channels; resource empowerment, which assists in solving difficult problems in the community; and psychological
empowerment, which stimulates community vitality. The multiple empowerments of social organizations promote
the multi-governance, vitality, stability, and orderliness of grassroots social governance, which has positive reference significance for social organizations to effectively participate in grassroots social governance. |
