| 随着数字技术的快速发展,数字政府建设成为国家治理现代化的重要路径。政务大模型作为一种新型的信息整合与服务提供方式,对推动数字政府的高效运行和公共服务创新具有重要驱动作用。文章基于“结构-过程-功能”的分析框架,深入探讨了政务大模型在数字政府治理中的赋能机制。研究发现,政务大模型通过其结构化的数据集成、平台构建和技术体系的完善,过程化的决策支持与政策反馈,以及功能化的服务优化和基层治理广泛参与,显著提升了数字政府的整体效能。政务大模型赋能数字政府治理还存在一些突出问题,如组织结构和技术架构的适配性、模型训练与应用推广进程、个性化需求与技术能力匹配等多维挑战。为此,需要深化组织结构变革,构建全方位支撑体系:加快治理流程再造,全面提升模型应用效能:推动服务功能重塑,满足多元功能需求等优化路径,不断提升政务大模型在数字政府治理领域的应用实效。 |

| Productive forces are the most active and revolutionary factor in the mode of production, and the
decisive factor driving the development of human society. As an advanced productive force, new quality productive forces have inherent logical compatibility with the development philosophy and goal orientation of Chinesestyle modernization, serving as a new driving force and important material and technological foundation for promoting Chinese-style modernization. Agriculture is the foundation of China’s national economy, and developing
new quality agricultural productive forces is an inherent requirement and important focus for leading the transformation and upgrading of the modern agricultural industry and promoting high-quality agricultural development.Agricultural and rural modernization is an integral part of Chinese-style modernization. To advance Chinese-style
modernization, we must persistently consolidate the agricultural foundation and use new quality productive forces
as an engine to lead Chinese-style modernization. New quality agricultural productive forces in the perspective of
Chinese-style modernization present holistic and comprehensive characteristics in political, economic, cultural,
social, and ecological aspects. Accelerating the development of new quality agricultural productive forces has
important value implications for promoting high-quality agricultural development in the new era and advancing
the process of Chinese-style modernization. From the perspective of Chinese-style modernization, promoting the
transformation from traditional agriculture to modern agriculture and achieving a leap in new quality agricultural
productive forces require coordinated advancement in areas such as efficient institutional supply, digitalization
and intelligence of agricultural development, marketization of factor allocation, diversification of business models, and integration of three industries, to promote the accelerated generation and sustainable development of
new quality agricultural productive forces. |
