| 数据要素是促进我国经济高质量发展的重要动力,是建设数字中国的动力源泉,是实现共同富裕的重要保障。 加快培育和建成高效安全的数据要素市场,有效完成数据要素市场化配置,是激发数据要素价值化和产品化的必然选择和重要手段。 然而,现阶段我国数据要素市场交易规范不完善、数据权属不清晰、统一定价不规范和安全风险仍然存在等现状制约了数据要素市场化配置的发展创新。 立足于我国现阶段数据要素市场化配置的建设实践,从完善市场体系顶层设计,鼓励市场主体探索实践;加速法律法规落地生根,创新引领规范发展;注重数字技术发展创新,开拓高质量发展新空间;加强数字基础设施建设,激发数据要素潜能等维度提出创新和完善数据要素市场化配置的建议。 |

| Based on the idea of real option, this paper uses B S model to evaluate the rationality and profitability of canceled expressway toll by using the construction of Ba’nan expressway as an example, we find that the real option theory well explains the rationcelity of the cancelled highway toll, and even without toll, the combination option financing ways used in highway construction will bring about great profit margins, which ensures the highway construction funds and also does good to the economy, and which avoids returning the loan by the toll and also achieves a win-win situation. |
