| 基层治理体系与治理能力现代化是中国式现代化的重要组成部分,加强基层治理能力建设更是推进中国式现代化的必然选择。 由于我国社会主要矛盾变化与国际发展环境不断演变,我国基层治理能力建设方面出现了基层治理主体要素作用发挥不足、数字技术应用基层治理不成熟、基层治理法治化建设不完善等发展困境。 因此,在中国式现代化进程中推进基层治理能力建设可采取建立良性基层治理共同体、采用“智治赋权”的基层治理模式以及自治、法治、德治有机融合,提升基层法治化水平,进而不断增强我国基层治理能力。 |

| The words and actions of a figure are two big functions of the figure, the dialogues in films and videos, which are used to convey all kinds of information about the stories, generally have the functions such as movement function, plot function, image created function, illustrative function and so on. The dialogues in films and videos highlight the appeal for personality, context, movement, dramatic, stylization, rhythm and condensation of the actors’ lines. Although information complementarity and demonstration as well as explanative dialogues can be integrated into movement design, theoretically, the actors’ lines can be made rich narrative capacity and dramatic tensile force. |
