| 欧洲足球的发展带来经济、社会等多方面的效应。包括德国、英国、法国和挪威等在内的多个国家政府将社区作为实践理念的载体,将足球作为实行社区治理目标的工具,球迷则成为社区治理的传承人。进而球迷的公民身份得到凸显,政府对球迷的政策也从控制管理转变为引导合作,政府成为“协调者”“监督者”和“推动者”。因此,本文以党的二十大精神为指导,剖析欧洲足球治理改革,对各国支持的球迷参与足球治理实践进行研究和分析。包括球迷以社会企业参与治理,政府支持和引导球迷、社企发展,通过政策手段等优化管理运营等方面,为我国的足球治理提供了现实依据。 |

| Abstract: |
| The development of European football has brought about various effects in economic, social, and other aspects. Governments of several countries including Germany, England, France, and Norway regard the community as the carrier of practical ideas and football as a tool to achieve the goal of community governance, with fans becoming inheritors of community governance. Consequently, the civic identity of fans has been highlighted, and government policies towards fans have shifted from control and management to guidance and cooperation, with the government acting as a “coordinator”, “supervisor”, and “promoter”. Therefore, guided by the spirit of the 20th National Congress of the Communist Party of China, this paper analyzes the reform of football governance in Europe, and studies and analyzes the practices of fan participation in football governance supported by various countries. This includes fans participating in governance through social enterprises, government support and guidance for the development of fan and social enterprises, and optimization of management and operation through policy measures, providing a realistic basis for football governance in China. |
