| 乡村治理现代化既是走中国式现代化道路的基础，也是在乡村振兴战略、城乡融合发展的新时代语境中动态演进并持续深化的。在社会流动进程中，城乡要素配置失衡、乡村社会共同体解体、治理机制碎片化等关键问题亟须解决。推动新发展阶段乡村社会治理创新，实施乡村振兴战略，既能恢复乡村社会的公共生态价值，也能改善城乡之间不充分不平衡发展的问题。新时代乡村治理创新要推动整体协调治理，实现村级治理范式的“嵌入性整合”，突破治理机制碎片化困境；要鼓励动态平衡发展，健全城乡要素互动的“联动性发展”机制，激活城乡融合高质量发展内生动力；要提升思想价值意识，通过“公共性赋能”强化村域自治，保障村落集体利益的多元供给，在走中国式现代化道路中保障乡村振兴战略的全面推进。 |

| Abstract: |
| The modernization of rural governance is not only the basis of taking the Chinese path to modernization, but also the dynamic evolution and continuous prominence in the new era context of rural revitalization strategy and urban -rural integration development. In the process of social mobility, key issues such as the unbalanced allocation of urban and rural factors, disintegration of rural social communities, and fragmentation of governance mechanisms need to be addressed. Promoting innovation in rural social governance in the new development stage and implementing the rural revitalization strategy can not only restore the public ecological value of rural society, but also improve the unbalanced and inadequate development between urban and rural areas. In the new era, rural governance innovation should promote overall coordinated governance, achieve the “embedded integration” of village-level governance paradigms, break through the fragmented governance mechanisms; encourage dynamic balanced development, improve the “interconnected development” mechanism of urban-rural factor interaction, activate the endogenous driving forces for high-quality urban-rural integration development; enhance awareness of ideological values, strengthen village-level autonomy through “public empowerment”, safeguard the diverse supply of collective interests of villages, and ensure the comprehensive advancement of the rural revitalization strategy on the Chinese path to modernization. |
