| 社会治理现代化是治理体系现代化的基础工程。 何谓社会治理问题? 学界虽多有研究但分歧
较大。 离开具体的历史场域,抽象地谈社会治理没有意义。 社会治理的界定必须置于特定的理论范式与
历史场景中,在不同的理论范式下,在不同的历史场景中,社会治理的结构会呈现出不同的样貌。 在中国
特色社会主义新时代,所谓社会治理是指通过改革开放调整国家(执政党、政府)、社会、市场关系以形成
具有相对自治的社会公共场域,通过对话与合作共建共治共享以民生为重点的社会建设的过程。 当下国
家主导的社会治理体制存在治理权力合法性不充分、治理结构欠均衡、公众参与平台不足、通道不畅导致
的治理有效性不足等问题。 从远景看,必须对社会治理结构进行再造,以适应社会治理现代化的需要,而
这最终要依赖法治社会的构建。 |

| Abstract: |
| The modernization of social governance is the basic project for the modernization of governance
system in China. Regarding what is meant by social governance, academic circles have many analyses, but
there are many differences. It is meaningless to talk about social governance in the abstract without the specific
historical field. The definition of social governance must be placed in a specific theoretical paradigm and histori_x005fcal scene. Under different theoretical paradigms and different historical scenes, the structure of social governance will show different appearances. In the current new era of socialism with Chinese characteristics in China,
the so-called social governance refers to the process of adjusting the relationship between the state (ruling party, government), society and market through reform and opening up to form a social public field with relative
autonomy, and commonly building, governing and sharing the social construction focusing on people’ s livelihood through dialogue and cooperation. The current state-led social governance in China has insufficient governance effectiveness due to insufficient governance power legitimacy, unbalanced governance structure, insufficient public participation platforms, and poor channels. From a long-term perspective, the social governance
structure must be rebuilt to meet the needs of social governance modernization, which ultimately depends on the
construction of a society ruled by law. |
