| 新冠肺炎疫情肆虐全球,突发性高、传染性强、扩散性广、防控难度大、人群普遍易感,是近百年
来人类生命健康面临的最严重的重大传染性疾病之一,不但威胁着全人类的健康安全,而且对各国经济
发展、公共卫生体系、社会治理带来了前所未有的挑战。 疫情防控形势严峻,环境治理也不可懈怠。 以
2011—2018 年省级面板数据为研究样本,考察了环境治理对公共健康的影响。 研究发现,环境治理可以
显著降低呼吸道传染疾病发病率,这一现象在新《环保法》实施后更为明显。 本文从公共健康视角为新
《环保法》实施效果评估提供了微观证据,不仅丰富了环境治理和公共健康方面的研究文献,而且为政府
应对公共卫生突发事件以及进一步完善和制定环境政策具有重要的参考价值。 |

| The COVID- 19 epidemic is raging around the world. It has features of high outbreak rate,
strong contagiousness, widespread, difficulty in prevention and control, and general susceptibility of the popula_x005ftion. It is one of the most serious infectious diseases facing human life and health in the past hundred years. It
not only threatens the health and security of all mankind, but also poses unprecedented challenges to the economic development, public health system and social governance of all countries. The situation of epidemic prevention and control is grim, and environmental control should not be slacked off. This paper examines the impact of environmental governance on public health using provincial panel data from 2011 to 2018 as a research
sample. The study found that environmental governance can significantly reduce the incidence of respiratory diseases, especially after the implementation of the new Environmental Protection Law. This paper provides microscopic evidence for the evaluation of the implementation effect of the new Environmental Protection Law from the
perspective of public health, which not only enriches the research literature on environmental governance and
public health, but also has important reference value for the government to deal with public health emergencies
and further improve and formulate environmental policies. |
