| 运用随机系数模型测度了 2003—2017 年中国省级的资源错配指数,利用静态面板回归模型实
证检验环境规制对中国资源错配的影响。 研究发现,地区生产总值较高的地区通常拥有过度的资本,但
劳动力配置不足;地区生产总值较低的地区拥有过量的劳动力,但资本配置不足。 环境规制与劳动力和
资本错配指数都呈现正相关关系,环境规制能够显著改善地区资源配置过度的局面,但是随着环境规制
的持续加强,资源会从配置过度转向配置不足。 同时,劳动力错配指数受环境规制的影响程度远大于资
本错配指数。 在一定水平内,环境规制会倒逼产业结构的优化,产业结构的优化会改善劳动力和资本的
配置水平。 本文的启示:环境规制强度应因地制宜,避免经济低效率。 政府应该引导资本流向欠发达的
地区,缓解较发达地区劳动力不足的问题。 |

| In this paper, we use the stochastic coefficient model to measure the resource mismatch index of
Chinese provinces from 2003 to 2017, and use the static panel regression model to test the impact of environ_x005fmental regulation on the resource mismatch in China. The study finds that the regions with higher GDP usually
have excessive capital but insufficient allocation of labor force, while the regions with lower GDP have excessive
labor but insufficient allocation of capital. Environmental Regulation has positive correlation with the index of
misallocation of labor force and capital. Environmental Regulation can obviously improve the situation of over-allocation of regional resources, but with the continuous strengthening of environmental regulation, resources will
shift from over-allocation to under-allocation. At the same time, the labor force mismatch index is much more
affected by the environment regulation than the capital mismatch index. In a certain level, environmental regulation will force the optimization of industrial structure, and the optimization of industrial structure will improve
the allocation of labor and capital. The inspiration of this paper is that the intensity of environmental regulation
should be adapted to local conditions to avoid low economic efficiency. The government should direct capital
flows to less developed areas to alleviate the problem of labor shortage in more developed areas. |
