| 解决三农问题是全党工作的重中之重,新发展阶段农民创业的环境日趋优化。 宏观大局动因、 中观市场动因、微观协同动因构成了农民工返乡创业与乡村振兴联动机制的逻辑前提。 但在乡村振兴战 略背景下,农民工返乡创业仍存在许多问题。 从总体上观察,农民工返乡创业政策信息知晓率低、农民工 返乡创业资金匮乏、农民工自身能力不足、农村缺乏良好的创业环境构成了当前农民工返乡创业与乡村 振兴联动机制的堵点。 在新发展阶段农民工返乡创业与乡村振兴的联动机制优化路径主要有:加大返乡 农民工创业政策宣传力度,提高农民工政策知晓率;拓宽农民工返乡创业融资渠道,提高农民工返乡创业 意愿;加强农民工创新创业培训,提升返乡创业农民工综合素质;营造良好的创业环境,提高农民工返乡 创业意愿。 |

| Solving the issues of agriculture, rural areas and farmers is the top priority of CPC’s work. In the new stage of development, the environment for farmers to start businesses is increasingly optimized. The macro-level motivation, the meso-market motivation, and the micro-coordinated motivation constitute the logical premise of the linkage mechanism of migrant workers returning home to start a business and rural revitalization. However, under the strategic background of rural revitalization, there are still many problems for migrant workers to return to their hometowns to start businesses. From the overall observation, the low awareness rate of the policy information of migrant workers returning to their hometowns to start a business, the lack of funds for migrant workers to return to their hometowns to start a business, the lack of ability, and the lack of a good entrepreneurial environment in rural areas constitute the current blockage of the linkage mechanism between migrant workers returning to their hometowns to start a business and rural revitalization. In the new development stage, the optimization paths of the linkage mechanism between migrant workers returning to their hometowns to start a business and rural revitalization mainly include: increasing the publicity of the entrepreneurship policy for returned migrant workers, and improving the awareness rate of migrant workers about the policy; broadening the financing channels for migrant workers to return to their hometowns to start a business, and improving their willingness to return to their hometown to start a business; strengthening innovation and entrepreneurship training for migrant workers, and improving the overall quality of migrant workers returning home to start businesses; creating a good entrepreneurial environment and improving the willingness of migrant workers to return to their hometowns to start a business. |
