| 与现代企业制度所面对的“普通”公司不同,基于投资主体性质和多元的企业目的,对国有企业进行治理应当充分彰显出“个性”。如果将改革举措仅着眼于营利性与公益性的技术衡平之上,国有企业运营仍面临较多现实障碍,难以从根源上汲取发展动力。从客观事实、目标调和、制度衔接的角度,党组织引领国有企业治理具备充足的理论指引和实践操作经验。未来,党组织在引领国有企业治理过程中要注重企业目标的充分协调、强化党组织法定的治理地位、厘清治理行为内容的内涵外延、清楚划定责任范围的边界,以此助推国有企业高质量的发展。 |

| Abstract: |
| Unlike“ordinary”enterprises being governed by the modern enterprise system,state-owned enterprises have special investment subjects and diversified business objectives.Correspondingly,the governance system should be fully“personalized”.As current reform measures basically focus on the technical balance of profitability and public welfare,the operation of state-owned enterprises still faces many practical obstacles,fundamentally hindering the development thereof.From such perspectives as objective facts,objective coordination and institutional cohesion,the Party organizations’leadership in the governance of state-owned enterprises possesses a solid theoretical basis and realistic maneuverability.In the future,in the process of leading the governance of state-owned enterprises,the Party organization shall pay attention to the coordination of business objectives,consolidation of the Party organization’s statutory governance status,clarification of connotation and denotation of governance acts,and determination of responsibility boundaries,with a view to promoting the development of the state-owned enterprises with high quality. |
