| 创新是推动经济增长的内在动力之一,因此对创新扶持政策的评估具有现实意义。对重庆市工业企业创新扶持政策的执行情况和实施效果进行评估,有助于发现其中存在的问题,也能改进政策执行的效果。本文总结并且评估分析了五种创新扶持政策在重庆市的执行情况与效果,评估结果显示税收优惠政策、政府采购和人才支持政策对企业技术创新能够起到显著的促进作用,而财政补贴政策的促进效果微弱,并给出了未来重庆市在创新扶持政策上的具体建议,对其他地区正确制定创新扶持政策具有一定的借鉴意义。 |

| Innovation is the internal driving force to boost a country’s economic growth,so the evaluation of innovation supporting policies is of practical significance.The evaluation of the implementation and effect of innovation support policy of Chongqing industrial enterprises is helpful to find some problems and improve the effect of their implementation.This paper summarizes and analyzes the implementation and effect of several innovation support policies in Chongqing.The evaluation results show that the preferential tax policy,government procurement and talents support policy can significantly promote the technological innovation of the enterprises,while the promotion effect of the financial subsidy policy is weak.Finally,the paper gives the concrete suggestions for the innovation support policy of Chongqing in the future.It is of certain reference significance to other regions to make innovation support policies correctly. |
