| 中国农村经济体制改革起步于家庭联产承包责任制改革。人民公社“一大二公”体制束缚了农民的主体性，阻碍了农业生产力的发展，而家庭联产承包责任制极大解放和发展了生产力。农村改革成功起步蕴含着宝贵的经验和深刻的理论，对深化农村改革乃至整个中国改革具有重要的导向意义：调动农民的生产积极性是解放和发展农业生产力的根本条件；调动农民生产积极性的根本措施在于落实和尊重农民的主体地位；确立农民主体地位的根本在于确立农民产权主体地位，农业生产资料产权清晰化的实质就是落实农民产权主体地位；要根据不同历史条件创造落实农民产权主体地位的不同形式，“三权分置”改革可以实现产权清晰化、农民主体地位、公有制三者的统一，有利于促进乡村振兴和新农村建 |

| China’s rural economic system reform started from the implementation of the household contract responsibility system. The system of the people’s commune, which was large in size and collective in nature, constrained the subjectivity of the farmers, and hindered the development of the agricultural productivity，while the household contract responsibility system liberated and developed the productive forces. The successfully starting of rural reform contains precious experience and deep theory and has important guide significance to deepening rural reform and even to the whole China’s reform. The mobilizing of farmers’ production enthusiasms is the fundamental condition for liberating and developing agricultural productivity, the basic measure for arousing farmers’ production enthusiasm lies in implementing and respecting farmers’ main body status, the basis for ensuring farmers’ main body status is to establish farmers’ property rights status, and the substance of the clarification for agricultural production material property rights is to carry out farmers’ property rights status. We should create different methods to implement farmers’ property rights status according to different historic conditions, therefore, “three right separation” reform can realize the unity of property rights clarification, farmers’ main body status and public ownership and is conducive to boosting village revitalization and village reconstruction. |
