| 效率问题是高质量发展的关键问题。提高油气能源效率，对于保障油气能源安全、实现油气产业高质量发展、促进社会经济持续稳定安全运行具有重要意义。为此，运用非期望产出的窗口DEA模型对中国2001—2016年30个省、直辖市、自治区的面板数据进行测算，以此分析中国及各区域全要素油气能源效率。研究得出：（1）中国油气能源效率持续提高；（2）油气能源效率水平及其差距存在显著地域性差异；（3）在内外部因素共同作用下，油气能源效率差距逐步缩小。结合我国发展实际，提出如下建议：（1）积极响应绿色发展要求，推进现代能源体系建设；（2）明确能源商品属性，发挥市场配置资源的作用；（3）以产业结构调整、科学技术创新推动能源效率提升；（4）根据地区发展实际，合理规划能源发展布局；（5）把握高质量发展的内涵要义，推动能源效益变革。 |

| Efficiency is a key issue for high quality development. The promotion of oil and natural gas efficiency is of great significance to ensuring energy security, achieving high quality industrial development, and boosting the sustained and stable operation of the society and economy. To this end, by using the window DEA model of non expected output, the panel data of 30 provinces, municipalities, and autonomous regions in China from 2001 to 2016 was calculated to analyze the total factor oil and natural gas efficiency in various regions of China. The results show that China’s oil and natural gas efficiency continues to be improved, that there are significant regional differences in oil and natural gas efficiency, and that under the combination of internal and external factors, the gap between oil and natural gas efficiency is gradually narrowed. Based on this, according to China’s development reality, this paper proposes to actively respond to the requirements of green development, promote the construction of modern energy system, clarify energy commodity attributes to bring resources market allocation into fully play, promote energy efficiency by industrial restructuring and scientific and technological innovation, rationalize the layout of energy development in the light of regional development realities, and grasp the connotation of high quality development to promote the reform of energy efficiency. |
