| 近年来，中国民航取得了突飞猛进的发展，航空运输规模已连续14年稳居世界第二位。民航的快速发展离不开完善的法律保障。目前，我国已经形成以《民航法》为核心的民航法律体系，但民航法律体系仍存在法律制度不健全、民航市场监管制度与纠纷解决机制不健全等问题。本文从民航法律规制的整体性出发，分析了我国民航法律规制的不足，借鉴美国和欧盟等国外民航法律规制的先进经验，提出了完善我国民航法律规制的相关建议。 |

| In recent years,China’s civil aviation has achieved rapid development,and the scale of air transport has been ranked the second in the world for 14 consecutive years.The rapid development of civil aviation is inseparable from the perfected legal guarantee.At present,China has formed a civil aviation legal system with the civil aviation law as the core.However,the civil aviation legal system still has problems such as incomplete legal system,incomplete supervision system for civil aviation market and incomplete dispute solving mechanism and so on.Based on the integrity of civil aviation laws and regulations,this paper analyzes the deficiencies of China’s civil aviation laws and regulations,draws lessons from the experience of foreign civil aviation laws and regulations of the United States and the European Union,and puts forward suggestions for improving China’s civil aviation laws and regulations. |
