| 政府购买社区托幼“保育照护”服务是减轻政府财政支出压力、增加社区托幼服务供给、发挥社会组织活力、提高政府效率的重要举措之一。我国在此方面已经逐渐加以重视，但在向社会组织购买社区托幼“保育照护”服务方面仍很薄弱。这不仅影响了社区托幼服务的供给，也制约了社会组织的功能发挥。文章分析了社区托幼“保育照护”服务和政府对其购买的重要性，以及政府购买社区托幼“保育照护”服务的体系构建包括服务购买者、服务提供者和服务监督者，但政府购买行为也存在政府责任缺失、社会组织发育不完善、服务监督机制不健全等问题，为了优化政府购买该项服务的有效性，需要政府、社会组织和监督机构的共同努力。 |

| Government purchase of the“ care”services of community childcare is one of the important measures to reduce the financial pressure,increase the supply of community childcare services,improve the vitality of social organizations and the efficiency of the government.China has gradually been paying attention to this field,but it is still weak in the perspective of the purchase of “the care” services of community childcare from social organizations.It not only affects the supply of community childcare services,but also restricts the function of social organizations.This paper analyzes the importance of the“ care”services of community childcare and the government’s purchasing behavior.The government’s purchasing behaviors include government,social organizations and supervisory agency.However,there are possibly some problems such as absence of government responsibility,immature social organizations,poor supervision mechanism.In order to optimize the effectiveness of this service,government,social organizations and supervisory agency need to work together. |
