| 基层是国家政权延伸的“神经末梢”，基层社会治理在社会治理进程中处于基础性地位。在新时代，随着社会主要矛盾的变化，基层社会治理现代化被赋予了新的内涵和意义，也面临着社会矛盾多发、基层社会治理新格局未形成、体制机制不完善等问题。究其原因，主要是社会转型期的更迭、基层政府对治理理念的盲视以及社会组织的边缘化。因此，面对存在的问题，本文从方向、精细化、协同化、科学化、信息化的角度来探讨实现基层社会治理现代化的对策，对于全面建成小康社会具有深远意义。 |

| Abstract: |
| The grassroots is the nerve endings for national powere to extend，the grassroots social governance stays at basic level in the process of social governance.At the new era，with the changing of social main contradictions，basic social governance modernization has new connotation and significance and faces many problems such as frequently encountered social contradictions，no new structure of grassroots social governance,and incomplete system and mechanism and so on，which result from the change of social transition stage，the blind action of grassroots governments and marginalization of social organizations.Thus，the discussions on the policies and direction for realizing grassroots social governance modernization from the perspective of direction，refinement，coordination，scientificity and informationization based on the existed problems are of deep significance to construct all-round well-off society. |
