The promotion of guidance and education construction of the leaders at new era is the real demand for the leaders to take on new task and to display new accomplishment and is the requirement for the promoting of overall strictly-managing the Communist Party. Currently, the guidance and education construction of the leaders has the problems such as weak awareness of the guidance and education construction, conniving relatives to accept bribery, violating family ethic and morality, deeply-rooted feudal thought and so on, which has become the important issue at the new era that must be solved. The Revised Discipline Punishment Rules of Chinese Communist Party first attaches the importance to guidance and education construction as punishment discipline contents. The higher requirement for the guidance and education construction of the leaders is raised by boosting the leaders’awareness, by practicing the excellent guidance and education, by strengthening theory, by tamping ideal belief basis, by enhancing model role, by actively guiding social atmosphere, by intensifying supervision and restriction and by bringing into fully play of the Party’s rules role.
