| 本文以公共价值理念为基础，从精准性、公平性、持续性、合作性和效率性五个维度，构建包括24个二级指标的精准扶贫绩效评估体系，运用层次分析法确定指标权重，并以湖北省恩施州少数民族贫困地区为例，实证分析该地区精准扶贫实施绩效。根据研究结论提出政策建议，包括：构建科学的扶贫绩效评估体系，激发扶贫活力，助推政策实施；以产业扶贫为主，救济式扶贫为辅，强化农民增收内生动力；推动能力智力扶贫，与农民意愿相结合，提升脱贫积极性；加强地区文化建设，积极文化“引进来”，民族文化“走出去”。 |

| Based on public value idea， this paper constracts a precision poverty alleviation performance evaluation system including 24 secondary level indicators from the five dimensions of precision， fairness， sustainability， cooperation and efficiency， The indicator weights are determined by Analytic Hierarchy Process，and the precision poverty alleviation performance of Enshi minority poor area of Hubei Province is empirically analyzed. Policy suggestions advanced based on research conclusions include：Constructing a scientific poverty alleviation performance evaluation system to arouse poverty alleviation vitality and to help the implementation of policy；taking industrial poverty alleviation as the major and taking relieve as the aid， consolidation of intrinsic motive of farmers’ income growth； boosting wisdom poverty alleviation to encourage the enthusiasm of poverty eradication by depending on farmers’ willingness， intensification of regional culture construction by introducing active culture and by letting minority culture go to public. |
