| 农村社区作为一种具有较强认同感的社会生活共同体，承担着联系国家和农村社会的作用。通过对农村社区进行有效治理，中国基层政府在向农村社区居民传输国家方针政策的同时，也可以实现政府行政管理和农村社区自身发展的有效衔接和互构。本文通过对不同时期国家公权体系下的农村社区治理模式进行回顾梳理，对农村社区运行过程中的“治理失灵”、“信任式微”“财权弱化”等现实问题进行了积极的反思。在此基础上，提出了理顺基层政府权责、培育公民文化环境、拓展利益诉求渠道等几种衔接思路，这样有助于中国基层政府与农村社区协同发展体系的构建。 |

| Abstract: |
| Rural communities, as a strong identity and social life of the community, bear the role to connect state and rural communities. Through the effective governance of the rural community, Chinese grassroots governments can realize the connection and interaction between governmental administration and rural community self development while carrying out national guidelines and policies to the rural communities. Based on the review of rural community management models under national public power system, this paper actively discusses the problems such as the “malfunction of governance”, “loss of trust”,“the weakening of financial power” and so on, on the basis of that, the article puts forward the construction of the coordinated development between Chinese grassroots government and rural community by clarifying the power and responsibility of grassroots government, by cultivating civic culture environment, by expanding channels for interest appealing and so on. |
