| 随着我国社会组织的不断发展壮大，行业协会等第三部门成为协作治理的重要组成部分。本文以协作治理理论为出发点，对事中事后监管中政府与行业协会协作的动力机制进行分析，试图揭示协作治理过程中政府与行业协会之间实际状况与应然状态，并对主体间实现良性互动关系应具备的条件、面临的困难以及今后努力的方向进行梳理。通过分析认为，政府与行业协会在事中事后监管领域已具备协作的条件和机制，完全有必要也有能力进行协作，实现对市场的有效监管。 |

| With the development of China’s social organizations, industry associations and the other third departments become an important part of collaborative governance. This paper analyzes the dynamic mechanism of the government and industry associations in the Interim and Expost Supervision based on the cooperative governance theory, and tries to reveal the factual and ideal status between the government and industry associations in the collaborative governance process. Moreover, it studies the necessary conditions, problems and directions between the main bodies for achieving the positive interaction. Through the analysis, the conditions and mechanisms for collaboration governance between government and industry associations in the field of interim and expost supervision have matured, and it is necessary to cooperate and achieve effective market supervision. |
