| 在经济全球化的背景下，构建区域创新系统是我国积极参与国际竞争的必然要求，同时也是地方经济社会长久、快速发展的迫切需要。地方政府作为区域创新系统的重要组成部分，突出表现在凭借其特殊的身份完成其他创新主体无法实现的系统功能。在全面回顾我国区域创新系统中政府角色研究进展的基础上，本文首先分析了区域创新系统中市场机制的不足及政府参与的必要性，然后指出政府在构建区域创新系统中存在的问题并给出了政府职能的优化措施，以期为我国区域创新系统中政府角色的理论研究和政策制定提供参考。 |

| Abstract: |
| The construction of regional innovation system is an inevitable requirement of China’s active participation in international competition under the background of economic globalization, and it is also an urgent need for sustained, healthy and rapid development of local economy and society. The local government, as an important part of the regional innovation system, prominently displays its special identity to complete the system functions that other innovative subjects can not achieve. On the basis of overall review of the research progress in the role of government in regional innovation system in China, this paper summarizes the shortage of the innovative market, the necessity of government participation, the problems of government and the optimization measures of governmental functions，in order to provide reference for theoretical research and policy making for the role of government in regional innovation system in China. |
