| 社区公共问题是社区各种矛盾的集中体现，需要各种主体共同治理。在治理视角下，社工作为一支重要力量开始介入社区公共问题。在S街社区广场噪声扰民问题这一案例中，社工通过紧急介入、确定治理主体、沟通协调、达成共识的介入步骤完成了对广场噪声扰民问题的治理。在这一过程中社工主要扮演着协调者、建议者、沟通者等不同角色，并促成社区公共问题理性解决，带动了社区多元主体治理的发展。这一过程反映了社区治理从传统行政管理向多元治理发展的趋势，但也折射出社区治理理论的局限性。 |

| The Intervention of Social Workers with Community Public Issues under Governance Perspective——Taking the Noise Nuisance in S Street Community Square as an Example |

| Community public issues are a concentrated expression of the contradictions in community, it requires a variety of co-governance body. Under the governance perspective, social workers as an important force begin to involve in community public issues. In the case of noise nuisance in S Street Community Square, social workers involved in the public issue through emergency intervention, determined the governance body, communication and coordination. Social workers play different roles of a facilitator, suggester and communicator, which led to the development of community governance body to involve in community public issues, which not only reflects the trend of community governance from the traditional administration to the development of pluralistic governance, but also reflects the limitations of governance theory. |
