| 农业气象指数保险，依据客观的天气条件作为保险赔付对象，能有效地避免逆向选择和道德风险，已经成为发展中国家应对天气灾害的有效替代方式，是农业保险的重要发展方向。本文结合保险经济学、市场增进理论以及比较分析等理论与研究方法，从理论与实践两个维度对农业气象指数保险的制度优势、发展路径、国内外的制度实践和不足之处，以及政府作用等有关文献进行了归纳和整理，并围绕如何降低基差风险与建立健全农业气象指数保险的巨灾风险分担机制等方面，给出了未来研究关注的重点。 |

| Abstract: |
| Agricultural weather index insurance, with objective conditions as the insurance object, can effectively avoid the adverse choice and moral harming, has become an important way to cope with the weather disasters in developing countries and is an important direction of agricultural insurance. Based on insurance economics, the market enhancement theory and so on, this paper studies and summarizes the related literatures from theory and practice such as the institutional advantages, developing path, the institutional practice and the role of government in agricultural weather index insurance at home and abroad, and gives the important points in the future research in the perspective of how to lower basis risk and how to set up and perfect the sharing mechanism for big disasters by agricultural weather index insurance. |
