| 党的十八大以后，我国进入了改革发展的新时期，新时期的社会发展使命和新出现的贫困现象，对我国的社会救助提出了前所未有的挑战。贵州毕节留守儿童自杀事件则反映了我国的社会救助理念没有实现由消极救助向积极救助的转变、救助工作缺乏立法支撑和强制、救助方式单一、救助部门之间缺乏管理、协调和沟通、农村基层救助力量薄弱等诸多问题。为应对挑战与不适，我国的社会救助应在立法、理念、方法、管理、队伍建设方面加以改进和完善，以充分发挥社会救助作为社会保障的最后一道防护线和安全网的作用。 |

| After the Eighteenth Meeting of Communist Party of China, China enters into the new period of reform and development, the mission in the social development of the new period and the new poverty challenge China’s social assistance unprecedentedly. The left behind children’s suicide incident at Bijie of Guizhou reflects that China’s social assistance still has such problems as the concept of relief still in the transition from negative to positive relief, the lacks of legislation support and compelling in relief work, simple relief way, the lack of management, coordination and communication among relief departments, weak rural grassroots relief force, and so on. In order to meet the challenge and to change the discomfort, China’s social assistance should improve and perfect the legislation, the idea, the method, the management and the team construction for social relief, so as to give full play in the social assistance as the last line of social security and in the role of the safety net. |
