| 适时调整计划生育政策是对人口数量的有效调控。2013年底我国开始推行“单独二孩”政策，期望稳定适度低生育水平，促进人口长期均衡发展。本文采取抽样数据统计和实地调研访谈，了解计划生育政策变迁对城市青年夫妇生育意愿与生育行为影响。结果显示，当代城市青年夫妇存在生育意愿与生育行为背离现象，经济压力、工作压力、政策不配套、婚育年龄推迟、代际冲突等是重要原因。把当前城市青年夫妇生育意愿转化为生育行为需要国家、社会、家庭多方合力。 |

| Timely adjusting the family planning policy is effective regulation for the population growth．At the end of 2013，China began to implement the “separate two children” policy，expected to stabilize the moderate low fertility，and promote long term balanced development of the population．This paper takes sample data and field survey interviews to understand the influence of family planning policy on the fertility tendency and fertility of young couples in the cities．The results show that the contemporary urban youth couples have their contrary intentions because of the causes such as economic pressure, working pressure, lack of supporting policy, delayed marriage age and childbearing age, and intergroup conflict and so on. The fertility of the young couples in the cities needs to be transformed into reality by governments, society and families. |
