| 当前，我国政府公信力面临诸多挑战，甚至向进一步复杂化趋势发展，必须加以重建。在重建过程中要转变单向的、孤立的、表象化的路径思维，从问题的实质和关键点切入探寻公信力建构路径。那就是以党的十八届三中全会提出的“市场在资源配置中起决定性作用和更好地发挥政府作用”这一命题为基点，全面探索政府公信力建设。关键是要抓住政府与市场社会关系这一全面深化改革核心问题，在继续深化政府管理体制改革中塑造公信力机理。当政府与市场社会的关系得以准确界定，以及政府职能权能得以归位与定位，政府公信力才能逐步提升、长期维持，这才是政府公信力建设的根本路径之策。 |

| Transition Path for Reconstructing Government Accountability——With the Vision of Relationship between Government and Market Society |

| Currently, government credibility is facing many challenges，even this situation trends to further complication, so it must be reconstructed. We should change the one way, isolated and representation thinking path in the process of reconstructing government credibility, and search for constructing ways from the essence and key point of problem. "Market playing decisive roles in the allocation of resources and better playing the roles of government" put forward by the third plenary session of the Eighteenth Congress of CPC is a key proposition, and we must take this key proposition as a basic point to explore construction of government credibility. We should catch the reformatory core problem of relationship between government and market society, and reconstruct credibility mechanism in the process of deepening government management system reform. When the relationship between government and market society is defined correctly and the government function and power is returned and positioned, government credibility can be improved gradually and maintained in a long term, and it is the fundamental policy of constructing government accountability. |
