| 国外不仅发达国家而且不少经济非常欠发达的国家均制定了反腐立法，同时规定了公众参与反腐败途径。根据公众参与程度来划分，公众参与反腐败的途径有五种，包括公众与反腐败机关双向充分回应型公众参与。国外对公众参与反腐败的五种途径均有立法规定，但是层次不一、名称不一。立法可能仅仅停留在文本，而文本是表层，文化才是根基。公众参与反腐立法途径的目标不能仅仅停留在文本，必须实现由文本到文化的涅槃。 |

| Both many developed countries and a lot of underdeveloped countries have made anti corruption legislations which provide the ways for public participation in anti corruption. According to the level of public participation, public participation in the anti corruption approach has five kinds. The five approaches have been described in foreign legislations. We must turn legislation from text to culture. |
