| 京津沪渝数字出版产业经历了近十年的积淀和发展：一方面，数字出版产业市场环境不断优化，技术创新、业态培养、赢利模式取得很大进步；另一方面，产业持续发展中面临着重大困境，制约着区域经济的快速增长。本文从金融体系设计呈现、政策性金融机构职能和业务优化、政策性金融产品差异这三个维度出发，对其数字出版投融资政策进行比较研究，以期合理运用促进数字出版产业发展的经验和策略。 |

| Abstract: |
| Digital publishing industry in the cities of Beijing, Tianjin, Shanghai and Chongqing has been developed for almost decade. On the one hand, big progress is achieved in technological innovation, business form cultivation and profit model with the optimization of digital publishing industry market environment; on the other hand, the industry is in a difficult position restricting the fast growth of regional economy. In order to reasonably apply the experience and strategy in digital publishing industry development, this paper makes a comparative study of digital publishing investment and financing policy in three dimensions of financial system design, policy based financial institution function and business optimization, policy based financial products difference. |
