| 内参舆论监督思想是党的舆论监督思想的重要组成部分。从对内刊物演变成内参，到内参传播机制的形成与完善，再到内参成为舆论监督的重要渠道，历经了数十年的发展，党的内参舆论监督思想日臻成熟。从理论到实践，这一思想主要包括内参接受党的领导和监督，内参报道与公开报道严格区分，内参采写更加谨慎，内参传播严格分级与保密等方面内容。 |

| Internal reference thought of supervision by public opinion is important part of CPC’s thought of supervision by public opinion. CPC’s internal reference thought of supervision by public opinion has matured gradually in decades of development from publishing internal issues to internal reference, to establishing and improving internal reference communication mechanism, then to becoming important channel of supervision by public opinion. Theoretically and practically, this thought consists of four aspects: internal reference should accept the leadership and supervision of the Party, internal reports strictly distinguished from public reports, internal writing be more cautious, and internal communication be strictly rated and kept in secret. |
