| 从总体上看，我国政府的公信力是比较强的。但是，当前政府公信力仍然存在不足和下降趋势。当政府部门失去公信力时，无论说真话还是假话，做好事还是坏事，都会被认为是说假话、做坏事，这一定律在近年来的社会群体突发事件中有充分的体现。因此，要坚持群众路线，切实“以人为本”，维护群众利益；政府要学会作解释和说明工作；提高政府依法行政、依法执政能力；扩大政务公开，做到及时透明；建设清正廉洁政府，坚定不移反对腐败；官员伦理制度化，取信于民，重塑和提升政府公信力。 |

| Abstract: |
| In general, the accountability of Chinese Government is relatively strong, however, currently the accountability of Chinese Government has shortcomings and shows the declining trend. When governmental departments lose the accountability, whether governmental leaders tell the truth or lie and whether governmental leaders do a good deed or do evil work are all regarded as lies and evil work, whose law is sufficiently embodied in social urgent events of the masses in recent years, therefore, Chinese Government should stick to masses line, regard Chinese people as the basis, protect the interests of the masses, learn to do explanation and interpretation work, promote the ability to exercise administration according to laws and to run the state by laws, expand administrative affairs publicity via transparency and real time, try to make governments clean and justified, firmly counter corruption, institutionalize official ethics, try to let the officials be believed by the masses, and recreate and raise governmental accountability. |
