| 在建立责任追究机制的过程中，不是单纯地要解决维护政府形象的问题，而是要从制度和实践上进一步完善社会对政府及其官员履职尽责的民主监督。只有建立有效的权力运行监督制约机制，才能防止权力滥用，减少决策失误问题发生。在外部监督管理中，需要规范政党权力运行的监督机制、强化人大为主的异体监督制度、增强司法监督政府的力度效果、畅通社会舆论监督的有效渠道。 |

| In the process of the establishment of responsibility investigation, it is not to only solve the problem for government image maintenance but to further complete the democratic oversight of the society on the duty performed by the governments and their officials. Only oversight and restriction mechanism for power execution is set up, can power improper use be limited, and can power abuse be prevented, as a result, decision misstep can be decreased. In external oversight management, the oversight mechanism for the power execution of the Party and governments needs to be standardized, different oversight mechanisms by taking NPC as central agency should be strengthened, the effect of judicial oversight on governments should be increased and the effective channels for social public opinion oversight should be smoothed. |
