| 随着高校与教职工、学生之间因行政处理、行政处分而产生的纠纷日益增多，高校程序制度建设的诸多问题逐渐浮出水面。本文从阐述依法治校的含义及其实现要件入手，论证了程序性制度建设之于现代高校管理的重大意义。并提出了要在坚持行政公开和行政听证原则的基础上，构建完整科学的高校程序制度体系的建议。 |

| With the increasing of disputes among a college, its staff and its students because of administrative decisions and administrative penalties, therefore, many problems in college procedural institution reconstruction gradually appear. Based on elaborating the meanings of managing a college by laws and its realizing measures, this paper discusses the important significance of procedural institution reconstruction in modern college management and suggests that perfected and scientific college procedural institution system should be reconstructed on the basis of the principle of administration publicity and administrative hearings. |
