| 本文从医疗救助制度本身出发,分析了金融危机带给农村弱势群体医疗的新困境,并发现农村弱势群体医疗救助存在资金筹集、病种类型和制度设计三个方面的不足。在此基础上,笔者提出从全面构建农村潜在疾病的预防机制、完善医疗救助与新农村合作医疗的衔接、合理规划医疗救助制度的配套保障措施等三个方面来完善我国农村弱势群体医疗救助制度,进一步促进新农村的建设和农村和谐社会的构建。 |
