| 社会转型期频频发生的群体性事件对社会稳定和政府合法性构成一定威胁。有效应对群体性事件是地方政府管理部门的重要职责,只有建立和完善一系列制度化的长效机制,如社会危机预警、群体利益表达、信息沟通与即时反馈、对社会不满的疏导以及地方政府领导问责等机制,才有可能将群体冲突纳入法律和体制框架内,从根本上予以化解。 |

| Group events occur frequently in the period of social transition,which challenge social stability and governments' legitimacy.Effectively dealing with the group events is an important duty of the related departments of local governments.Only establishing and improving a series of institutional long-term mechanism including social crisis early-warning system,group right and interest articulation system,information communication and feedback system,social discontent channelization system and local officials accountability system,can group events be in lawful and systematic framework to be solved |
