| 根据1951年日内瓦公约及1967年纽约协定，难民本质上是因为政治、种族、宗教、战争、环境等原因被迫逃离本国或经常居住国而流亡到其他国家的人。难民问题是当今世界各国必须面对的严峻而现实的社会问题，也是涉及人权和国家主权的重要国际问题。为了保护难民权利，联合国和其他国际组织通过各种国际性或区域性文件为难民保护制定了一些基本原则，以促进国际社会对难民问题的关注。 |

| Abstract: |
| According to 1951 Geneva Convention and 1967 New York Protocol, refugee actually is those people who are forced to escape from their country due to politics, race, religion, war or environment and so on. The problem of refugee is a severe and realistic social problem that every country must encounter and settle. It is also involved in the human rights and national sovereignty. In order to protect the refugee’s rights, UN and other international organizations set up some basic principles for the refugee’s protection through various international documents, so as to make international society concern about the problem of refugee. |
