| 西部大开发战略实施十周年和西部13个国家级开发区建设十多年来，西部及少数民族地区的国家级开发区积极吸引和利用外商投资，对所在地区的经济发展起到了示范和促进作用。作者将西部及少数民族地区的国家级开发区吸引和利用外商投资的发展历程归纳为三个不同的发展阶段，分析了西部及少数民族地区的国家级开发区自改革开放、实施西部大开发战略、我国加入世界贸易组织、两次金融危机到现阶段不同的发展特征，对于进一步发展西部及少数民族地区的外向经济，并使其实现可持续性发展，以及制定西部大开发第二个10年发展战略具有一定的现实意义。 |

| The implementation of western development strategy was 10th anniversary and the state-level development zones of 13 west region and Ethnic minority areas have been built more than 10 years , the western region and ethnic minority areas of China development zones to attract and use foreign investment played a role and promote local economic development . The author divides the development process into three different stages of development of state-level development zones of western region and ethnic minority areas in the use and attraclting foreign investment, an analysis of western and ethnic minority areas since reform and opening up, implementing the western development is strategy after China's accession to the World Trade Organization, the two financial crises have shown that at this stage of development different from other regional characteristics, a comparative analysis of three stages, the foreign investment in ethnic minority areas in the west and the state-level economic development zones development, which is the further development of our western and externally-oriented economy in ethnic minority areas in the western and economic sustainable development in ethnic minority areas, for the formulation of the second development of the western region,development strategy for 10 years has a certain practical significance. |
